The Answer is... #3 Jesus.
This saying of Jesus comes from his Sermon on the Mount and is one of many of Jesus' sayings that proves that Jesus is no universalist.

““Not everyone who says to me, ‘Lord, Lord,’ will enter the kingdom of heaven, but the one who does the will of my Father who is in heaven. On that day many will say to me, ‘Lord, Lord, did we not prophesy in your name, and cast out demons in your name, and do many mighty works in your name?’ And then will I declare to them, ‘I never knew you; depart from me, you workers of lawlessness.’” (Matthew 7:21–23)
Reading Jesus' words in this text begs the question, "what is the will of the Father"? This is an important question to answer because it is clear that Jesus is saying that the answer to this question is THE hinge point on which someone will either enter the Kingdom of Heaven or be cast into hell on the last day. The answer to this question is found in the Gospel of John chapter six. Jesus said, "“For this is the will of my Father, that everyone who looks on the Son and believes in him should have eternal life, and I will raise him up on the last day.”” (John 6:40)
